Does iCloud Drive still upload entire files or only changes?

I'm using both iCloud Drive and Dropbox, but the only thing really keeping me on Dropbox is that I have a 35GB virtual machine container. As the container file changes, Dropbox only uploads the changes. If iCloud Drive syncs changes only, then I could move the container and quit paying for Dropbox. As far as I know, iCloud Drive still has to upload the entire file when a change is made. Is that correct?
