I am thinking of deleting my iCloud Photo Library from my mac as I encountered a terrible bug. I turned off my iCPL to try to fix another issue (I'm telling you, it's a mess) and when I turned it back on a minute afterward, it wanted to re-upload ALL 40 GBs. It's been taking 7 hours so I made it stop. It is much faster to download them all BUT I do not want to lose the original full on resolutions from my Mac that I've been transferring for years.

Your photos in the cloud are full resolution. After you delete them from your Mac turn it back on and it will download all photos from the cloud in full resolution if you choose full resolution.
