Yes iOS 7 has 'live wallpapers' but they are called 'Dynamic Wallpapers' on iOS. Currently, you can not download or set your own dynamic wallpaper.

Yet, phones such as the S4 have twice the battery life of the iPhone 5 (read some reviews )... Not sure where you get the battery-draining crap thing from...
