I'm talking about where it can be controlled via the iOS kind of like the Flashlight etc..? Or maybe somewhere in the settings?

My buddy has a broken ringer switch and he's jailbroken so he's controlling it with a toggle tweak. He wonders if iOS8 comes with anything like that before he upgrades tomorrow (to turn ringer on/off without using physical switch)?

Yes, there is a feature called "Assistive Touch" that was added in iOS 5.0 I believe. Go to SETTINGS-->GENERAL-->ACCESSIBILITY and select ASSISTIVE TOUCH and turn it on. A floating button will appear. When you press that screen button, select "Device" from that menu and then select the Mute/UnMute Bell icon to turn the ringer off and on. You can also do stuff like lock the screen, rotate the screen, volume up/down, lock screen, and a lot more.
