Does the iPad running 16.6 have text to speech in accessibility? Looking for where it takes the audio from videos and spit out text.

note hearing aids do not work so looking for accessibility mode or accessibility app for the iPad where it spit out text from apps playing audio.
 
Note I tried Live Captions and it is very buggy and off.


Set up and customize Live Captions Go to Settings > Accessibility > Live Captions (Beta). Turn on Live Captions, then tap Appearance to customize the text, size, and color of the captions.
