I took some pictures with my iPad mini 2 (wifi only) and sent to my computer, I checked the properties, inside there I see GPS section with some numbers that I don't understandd, probably precise location, because I can see my iPad will show the locations of my pictures taken

I have searched on web . It's said there is no GPS for wifi only version. But why?

In addition, I can see "location service" inside the setting

I am a little bit confused
 
Wi-Fi only iPads pull GPS information from iPhones when connected via personal hotspot. At least on Apple maps, I don't know if it's a universal thing.
