Does iPhone 4 have GPS voice capability?

Can anyone tell me for sure if the iPhone 4 (not the 4S) has GPS voice capability? I know my 4S does but my friends 4 does not. Mine has Siri, hers does not.

If you install one or the many voice turn by turn navigation apps from the AppStore.

It does if you use the Google Maps app. The Apple Maps don't have it for the iPhone 4.
