Does iPhone automatically sync camera pictures to the computer?

I have an iPhone that fell into water and it had some pictures on it that I want to recover and I didn't know if they automatically synced to the computer because if they do, I want to restore it to my new iPhone that I just bought.

The old one is a 4 and the new one is a 4S. I don't know if it makes a difference.

There is a setting on icloud to include pictures in the syn, but I don't use it because I have 40,000 pictures on my computer. I only sync certain albums and then I do it on the cable.
