does iphone4 "activation Process" via itunes is paired to push notification?

my question if I jailbreak my iphone with pwnagetool and hit (activate phone) with custom firmware ... should bother my push notification?
I test that ... and my push notification is delayed for 6min !
another question ... why is that delay ?
