I'm on a family plan right now. If the whole thing about the iPhone being more money than 199/299 dollars for non eligible customers. Could I drop my line from the family plan and then add a new line for 9.99?

Should be the normal $175 to get out of a line, can't remeber the terms from AT&T as I don't plan on getting rid of any lines. So either way you'll be paying a descent amount over the $199/$299.

I was in a family plan with 3 people and one of the people passed and we dropped the line no problem. as far as adding another line after that.... I dont know
