Does Jonathan Ive have control over Beats headphone design?

Clearly there are issues with Apple AirPods not fitting securely in everyone's ears due to the hard plastic one size design. If Apple is unwilling to address this issue in their AirPods, then maybe Beats should create their own version of fully wireless in-ear headphones + interchangeable tips + charging case + W1 chip + different colors. The only reasons I could see Beats not doing it is:
1. They are not interested.
2. Apple is not allowing them to make it, thus continuing to impose Ive's personal preferences on everyone and everything.

Have you checked out the PowerBeats 3?
They tick all your boxes aside from a charging case.

I’ve used them daily for over 2 years now and they still work, and sound, great!
