I can't tell if there's an issue on a system level, because Launchpad never restores my app organization every time I restore from a backup. It's such a pain to reorganize the apps and put into folders, especially when adding to a folder gets so janky. I have to match my organization with my other Mac as well for consistency.

Does it restore for you or do you have to start all over again?
 
Yep - it's a pain. I also have to reorganise mine every time I do an OS update (e.g. from Big Sur to Monterey, Monterey to Ventura). There's a plist file somewhere that supposedly stores the organisation, though I can't remember which one / where it is, and Google isn't being particularly helpful for me tonight. If you can find it though, I'd recommend keeping that file backed up manually as Time Machine doesn't seem to pass it along between restores.
