Does LOCKED iPhone 3G (U.S.) available to restore 3.1.3 without AT&T sim?

Currently, I have iPhone 3G U.S. locked in hand. It is running FW 3.1.2, jailbroken by blackra1n and unlocked by ultrasn0w. Moreover, SHSH ECID files are kept on Cydia server (available to restore 3.1.2).

I have a plan to upgrade FW to 3.1.3. I don't have AT&T simcard. Please let me know if my below actual plan will not be worked.

1) Download OFW 3.1.3
2) Restore OFW 3.1.3 to the iPhone using iTunes (option+restore)
3) Using redsn0w 0.9.4 to hacktivate the iPhone
4) Using ultrasn0w to unlock
5) Complete

If this procedure is wrong, please fix it for me.
