I know the internal display panel is a 8-bit screen which means any HDR will look as same as SDR. But does it support HDR output if the external monitor supports it?

Let me make the question clear a little bit:

Does it support 10-bit color space in general? If so, where to tweak the settings?

Does it support HDR content output if the video source is HDR? Like, PS4 pro can switch TV to HDR mode if the contents on ps4 is HDR.

In system preferences, you can choose which color profile to use, does this have anything to do with HDR thing?

Yes it supports HDR and 10 bit output if your screen supports it.

The decoder is part of the CPU.

The color profile will switch automatically.

Some HDR screens are not true HDR so you have to check the specs carefully. Some screens simulate HDR but the native color space is Rec 709.

True HDR is Rec 2020.

This is limited to more recent models, yes? For example, I have a 2016 MBP while an associate has the 2018. I presume only the latter has it because I haven't seen an HDR toggle anywhere.
 
Not true, actually if you press the keyboards "option" key and then click "scaled" in the display preferences you should get the option to toggle "Extended Dynamic Range"

My mid-2015 MBP supports 10-bit 4K over DP and 8-bit 4K over HDMI. Hope that helps.

Unfortunately, that doesn't occur on my 2016 MBP when following your instructions.
