Does ordering on Apple.com let you transfer upgrade

Im using verizon, and my sister's line is eligible for an upgrade. Will the Apple site let me transfer upgrade from her line to mine?

If I order from Verizon it will allow.

Yes. I have done this on multiple occasions. I steal the upgrades and give the kids my prior gen phones
