Yesterday I downloaded Catalyst Control Center and the latest XP Pro drivers for the 2600XT from ATI's site. In XP I installed the new drivers and ran CCC's built-in overclocking utility which tests the card and makes recommendations for boosting the speeds. The program recommended increasing the clock/memory from 700/800 to 760/860.

Does overclocking also affect speeds when booting into OS X?

I believe that tool only adjusts the driver to overclock the card. Therefore, since OS X doesn't use that windows driver, it won't be overclocked in OS X
 
If you overclock the nVidia 8800 GT by modifying the Apple ROM, it will be seen as such in OS X. There are several members here that run a PC or Apple 8800 GT at 700Mhz.

I assume that this is the case with ATI products, as well.

Except that he is overclocking his card through software and not through the cards firmware.

As soon as he quits Windows the card reverts to the clock speed defined in the firmware.
