With the new collections replacing camera roll and no photo stream, I can see all photos taken on different device on my iPad. But since most of my pictures are on my iPhone, suddenly I have a lot of photos on my iPad. Does it count against the storage space on my iPad?

I also can't tell which photo was taken with which device. Is there a way to tell? Is the resolution/ quality different?

It depend what your syncing prefences. If you use iPhoto or iTunes to sync photos then yes they are probably taking up space. If u use iCloud photo library, then if your setting is "optimise iPad storage" then no but if it is "download and keep originals" then yes. You can find this setting in settings > photos.
