Does photostream work better

I don't have the beta, but one thing that iOS 7 sucks at is maintaining photostream. It takes forever and is inconsistent at best. Anyone notice any changes there?

Photostream is replaced with iCloud Photo library. I haven't enabled it because I'd rather my photos not exist on a beta server for now.
