Does powering the phone off and on waste extra battery

I guess it depends on how long you leave it off. If you leave it off for, say, 24 hours - then your battery will certainly last longer. If you just power it down for 10 minutes and turn it back on, I would guess you are wasting more battery power than you're saving. But that's just a guess.
 
It probably is using full CPU power during start up to make it as quick as possible. So for the few seconds it's powering on/off it's probably using more battery than if it were just sitting in standby mode.
