I know that the Apple Watch Series 10 in the U.S. does include pulse oximetry functionality, but it is disabled via software due to ongoing patent disputes.
Does anyone know if a Series 10 purchased in the U.S. but used in Europe and linked to a European Apple account would have this feature re-enabled?

I don't think so, I'm pretty sure people around here have said Watches with the disabled sensor are a specific SKU, so changing your location wouldn't enable anything.

EDIT: Also, isn't the ban for Watches sold in the US, not used in the US?

It won’t work - I bought a secondhand AW series 10 from the US (I’m danish 🇩🇰), and it didn’t work.
So the answer to your question is no.
