I've been having battery issues, and I want to restore my iPhone to fix the problem. Could I still solve the issue by restoring and then choosing a backup? Or would I have to set it as a new phone? I ask because I'd still want to retain my texts and my app saved data, which I assume gets saved if I restore from a backup.

It depends...when the error is related to your backup, then yes...
More specifically, your settings. I'm not aware of a case that text messages could cause a phone to malfunction/not work as intended.
Unless you didn't intend on your ex texting you and you throw your phone at a wall or som'odd.
