Sorry for simplistic question. I need to restore my phone to new but I have a very draconian daily download limit. Does restoring require me to download the entire 1.3 G firmware? Thanks.

That depends on a couple of things. You only need to download the firmware if:

A) You are not on the latest update and want to get there
B) You have jailbroken your phone

If you have not jailbroken and do not mind staying at the current firmware level, you can just wipe the device.

If you have jailbroken you must perform 2 steps, restore the firmware, then wipe the device.

if you have restored or updated 3.1.3 already then you will already have the firmware on file so iTunes will just run a normal restoration without the download
 
Cheers for the help. Should have been clearer. I'm not jailbroken and I'm using the latest version (not beta). I just want to restore to new and have the same version.
 
If you restore via iTunes, it should use the one on the computer, unless a newer one is available. If you are just resetting on the phone, then nothing is downloaded.
