Is dual-screens supported on the 13'? Is there anything the 13' can't do that the 15' can? (Forget about speed. Just talking capability). Thanks.

They both support two external displays. The 15" model with discrete GPU supports a 5k display over a single cable though.
 
The base model doesn't have discrete gpu, right? Do you know if the late 2013 15inch supports dual screens with 1 cable?

It should, with the dual link adapter. Or either, if both are Thunderbolt displays, you can just daisy chain them using TB cables connected to one TB port.

PS - why not get the one with the dGPU? At least it'll handle multiple displays way smoother.
