Well of course the 13" can do everything that the 15" can do, but you won't be able to support dual 4K on the 13" because of hardware limitations.

Or either, if both are Thunderbolt displays, you can just daisy chain them using TB cables connected to one TB port. PS - why not get the one with the dGPU? At least it'll handle multiple displays way smoother.
