I tried taking a video in doors with a lamp and ceiling fan light on and there was a huge amount of noise in the video. It was not smooth or clear at all, very very grainy.....is this normal for the rear camera?
 
Yes.
The camera is there mostly for FaceTime and apps that use the camera (like the ones Apple show in their Keynotes).
I have owned every model of the 9.7" iPad since 2012 and never took a photo with it. My camera roll is always empty.
The optics suck, but that's to be expected in a 6mm device tablet.
 
can't wait to bring my ipad pro to disneyland and take photos with it during fireworks!!

Ah I see, I figured it would be better since it has iPhone 5s specs and plenty of light in my living room
 
It does not have the 5s specs.
The only thing they have the same is the sensor (8MP).
Optics & pixel size are much better on the 5s.
 
Must be an indoor thing. I just tried it outside and almost no noise/grain
