Does the Apple Store Sell Non Commitment iPhones?

Hey, just a quick question does the Apple Store now sell iPhones at Non-commitment price? And are they unlocked when restored from iTunes as previously with the 4S?

They are not selling unlocked phones yet. At least the official factory unlocked one.
SOmeone here said that they will begin to sell it on Nov 16th.
