Does the Explorer face only appear if you activate cellular?

Picked up a S3 LTE yesterday. No intention of activating cellular. I installed the backup of my S0 but noticed their is no Explorer face... just the standard ones. So I’m wondering if this is because it’s only an option if you activate cellular or because I installed a backup of a model that doesn’t have that face.
 
When I installed the backup from my SO to the S3 LTE I also noticed the missing Explorer face, but found it in face gallery, its there just not automatically installed in my faces
 
Only thing limited on the Explorer Face is that you don't get the Cellular signal dots near the center of the face if LTE is disabled or not configured.
