Does the Genius Bar charge to check out computer without Apple Care?

Question in the title. I have an 09 MBP that I think is having trackpad issues, but want to make sure it's not a logic board issue. No apple care. Would the Genius Bar charge to look at it and tell me what's wrong/how much it would cost to fix?

They would be happy to check without charge, yet if they charge over $100 to fix, you might as well get a magic track to get you by.

Where are you based. If in the UK they should still fix it FOC. due to eu law
