Will iP 13 ship with iOS 15 on it?

I ask because I was about to upgrade current phone to play with iOS 15. But I don't want to upgade the new iP 13 on Friday before I can migrate my current phone to my new one.

So, is there a definite answer to this?

You can install iOS 15 now. However, when you get your new iPhone you might first set it up as a new device (i.e. no backup) then update iOS since the 15 installed may not be the same as today's release. Then once updated, install your current iPhone's backup. This has been my practice for the last several releases, I feel it's good practice to flash a new copy of iOS on a brand new device, since they are sometimes behind and would need to be done anyway.

I always put my phone on DFU mode and reinstall the IOS when I get a new phone. lol

Stupid question from me. Can I leave my current phone on 14.8 and then when I get my new iPhone on Friday just restore it from that backup? So a backup from 14.8 being restored onto 15.

Yes, you should be able to install a 14.8 backup onto an iOS 15 device.
