This has been going on for years and now that I have a MBP on the way, I started thinking that maybe I'll finally have fast exports.

On my Core i9 iMac + Vega 48, this is iStats when I'm exporting 'master files' from Final Cut Pro that are HEVC files:

10% CPU, 5% GPU. I do a lot of video work and this is my last 30 days of CPU usage:

I'm asking my M1 Pro owners, will this issue go away and I'll finally use 100% CPU when exporting video?

Yes I've tried everything but never had any improvements.

I'm looking forward to a computer that can hopefully maximize this process.

M1 Max owner here. Nope. In fact, when rendering and exporting H264 it's so far as fast as my M1 Mac mini. Timeline performance is also equivalent to the M1. I have reported it and am awaiting a response from someone at Apple. My 2018 MacBook Pro is actually rendering and exporting faster and has smoother timeline performance. No idea why.
