I'm so confused be the m3 vs i5 branding. Does the latest non touch bar 13.3" Macbook Pro ($1499 with 256 GB) have a fan or not? What is the processor model number in this model?

It does, the 12" rMB is the only one without a fan. The i5/i7 branding confusion on the rMB is actually Intel's fault, they felt that the performance bump of the Kaby Lake Core M warranted the name change (except the m3 for some reason).
