As far as I know, iPad Pro with a USB-C port is able to charge an iPhone using a Lightning cable.

Yes it shows charging with the iPhone 12 Pro. Don’t know how fast it charges or how many times an iPad mini can charge an iPhone though. Probably not too fast and probably not very many times.
