does the person you're calling also need Fring?

I downloaded Fring to give video chatting a try over 3G. You're supposed to be able to call anyone with the capability (ichat, android, evo, etc) and do so over 3G. But does that person need to have a fring app? It doesn't appear to let me use video over 3G in the test i've tried.
