Does throttling of 10 - 20 mbps LTE mean that you get throttled speads of 2 - 3 mbps?

If you have unlimited with ATT but are throttled after 5GB of LTE data... what speeds do you get after that?

If your on 3G your speeds can be throttled as low as 0.01 mbps :(

Does that mean that since LTE is so much faster than 3G that your throttled speeds would be around 2 - 3 mbps? Or is it still the same 2G / Edge speeds? :(
