Does Tiny Umbrella need an Internet connection?

I had my iPhone crash overseas once and had no Internet connection to restore it.
If you have your blobs stored on your Mac, update your host file and run Tiny Umbrella, do you need an Internet connection to allow iTunes to restore your iPhone?
