Does Universal Control require latest iPadOS?

I’m trying not to update to ios 16 on my m1 iPad Pro, but it seems UC won’t work between my mac and ipad.

sidecar works fine, but macos Ventura does not seem to want to connect to my m1 iPad Pro, 15.4.1.

I upgraded my iPad Air 3 to 16.1 and UC doesn't work, so I don't think that's the issue.

I'm not able to use Universal Control between my Intel Mac (Ventura) and an iPad Air 2 (15.7.1 - it is not supported in 16.1). I actually never tried UC with it prior to updating to Ventura (it was given to me recently and I haven't figured out what to do with it) but assume it would have worked.

UC is not supported on the iPad Air 2. Universal Control: Use a single keyboard and mouse between Mac and iPad - Apple Support

It works fine for me in Ventura with an Air 5 and with an M1 Pro.

Disabling the latest version (5.5) of Little Snitch restored a lot of functionality including UC for me.
