Does unlocking legitimately disable Internet access over cellular?

When you buy the iPhone unlocked (I'm pretty sure you can do this now [france] and will be able to in some of the new countries), do you loose the ability of Internet access over cellular networks (edge, 3G)??? Or would you be able to get it but it would be really, really expensive like most data plans???
