Does VLC have global hotkeys?

I want to control VLC media player from another application (i.e. pause, go forward, backward, etc. when VLC player is inactive)
Is there any way of doing this?
Or is there any other media player that can do this?

F7, F8 and F9 work for me. I think you need a "newish" (I'd guess <5 years old) Mac to do this.
