My network suffers from some bufferbloat when I view YouTube 4K videos. I used some congestion tweaks on my router to reduce it, but what would of more help would be YouTube app using HTTP/3 (QUIC) over UDP port 443 instead of HTTP/2 over TCP port 443. Does it? I can't find any firewall record of YouTube app using it. Google developed HTTP/3 (QUIC) and uses it very extensively for YouTube through many browsers and Android apps. Why can't Apple YouTube app do the same?

Because unless you have an older Apple TV nd it only do 1040p because on the generation HDMI port on it! Only the newest Apple TV has a HDMI 2.1 port on it now plus google use their own VP generation for HDR and won't release for Apple anytime or in future! Don't blame Apple, blame google for crippling Youtube on Apple devices!

Why is HDMI 2.1 needed for YouTube UHD+HDR?
When I convert their VP9.2 into HDR10 with HandBrake, I can watch them on my aTV 4K (1st gen, 2017) in HDR, without any issues.

Complain to Google for for VP9 instead of doblhy standard everyone else is using including Apple! Google also does thus with Linux boxes too! So blame Google for fight against Apple! Heck Even Facebook is passed at Apple for iOS new and not to Track toggle block FaceBook from tracking your phone!

Please try to keep on topic.

iOS 15 and later have native support for HTTP/3 so it's certainly possible for YouTube to use it. However, I see that the YouTube app targets iOS 14. I suspect that Google is keeping things simple by using HTTP/2 all the time, instead of going down different paths based on the OS version.
