you should have them on, it prevents the aTV from having to convert from sdr to HDR or the other way. (although usually it pull an SDR stream instead of pulling an HDR and down converting).
When it plays non HDR stuff in HDR/DV it tends to make colors over blown,
match frame rate keeps it from stuttering on playback (actually juddering). if a film is in 24 frames/sec and you're playing it back at 60 f/s, every frame is played twice, but you wind up with 12 extra frames to fill, so every 4th frame is played 3 times,

it may not seem that much, but your eye will definitely see that, especially on slow panning shots.
most TV panels natively do 120 or 240 f/s which makes the math even out. (24x5 =120). So if you feed the TV 24 f/s it will be smooth on the TV.
Your TV will probably black out for a moment when the signal change happens. depending on your TV, this can last up to 2-3 seconds, sometimes less. Not much you can do about it, but it's a decent trade off to get the best quality image
