I thought it was a requirement that apps that support sign in with Facebook or Google support "Sign in with Apple" when iOS 13 ships. Yet I've seen plenty of apps that still only use Google or Facebook and don't give you a Sign in with Apple option.

Is this not that case?
 
Existing apps need to add it in after April 1 2020.

So right now is this only for apps that use Facebook/Google sign ins and/or developers choosing to enable it in new/updated apps that use Facebook/Google sign in?

Or is this also going to be available for many other apps that don't use social media sign ins (e.g. like a banking app that just uses a normal sign in)?
 
Sign in with Apple is not required for apps that use bespoke sign in systems (like banking apps do). It's also not required for apps that are clients for a service that can also be used to sign-in elsewhere (so Facebook app doesn't need to support Sign in with Apple just because you use your Facebook account to sign into it).

Not yet. Support is permissive right now and will become mandatory in April 2020. What I wonder is how will Apple get website owners to also offer the sign in with apple option. They can’t require them to do so like they can require the app developers.
