My girlfriend has an iPhone 6S that belonged to her late Mom. She doesn’t have the password and also doesn’t have her iCloud info. Is there any hope in being able to restore it?

You can get around the password by restoring the device. But, the problem as already mentioned, is iCloud Activation lock.

Thanks for the suggestions! The phone was purchased at a T-Mobile store so she’s going to see if they can helip.
 
If you can prove that her mom is the owner of the phone, a death certificate at Apple should be suffice to get them to unlock it. It would be proof that she is the next of kin.
