Don't know whether it's a Snow Leopard or Safari bug, but here it goes!

When I click my mouse on the Safari window, it brings everything to the front. After I restarted Safari, it's working okay.

try dragging Safari's preference file in username/Library/Prefrerences to the desktop and relaunch Safari. if this doesnt work move it back and replace to get your settings back.

Which version of safari are you running?

Does it happen to any other apps?
