Don't see foreign language symbols on .pdf, just see hastags #

Trying to print a shipping label to Japan. It's in PDF format. Instead of 渋谷区 symbols I just see ###. Also tried it on a PC and got an error message saying it might be able to display correctly.

How do I get the Japanese characters to display so I can print this?

If that isn't possible, how can I edit the PDF and copy the characters into the PDF?

BTW I just tried opening with preview and safari and neither work. I am able to see the characters in my gmail email but not on the PDF shipping label I created

You probably need the font the document was written in.
