Don't see ringtone I created on iphone 4s but do on when sync???

So I created a ringtone, like I have with several others, and for some reason when I drag it into tones on my iphone via itunes, it doesn't load...

I don't get the green bubble with the + when I drag it to the iphone but do when I drag it to the itunes library...

After doing some reading, I restarted my mac and iphone and sure enough the ringtone is listed on my iphone via itunes but when I check the phone itself, its not listed...

I tried syncing several times, power off/on phone, restart mac, only sync new ringtone to no avail...

Anyone know what I'm missing?
