Have .mac accounts become mobileme accounts? Also I was under the impression that with said account I would be able to upload files which could be downloaded later by myself or whomever I gave the password to? Am I correct or simply severely misguided?

I still use my *****@mac.com address, but ***@me.com is the only option for new subscribers.

Yes, you can set up a shared folder that you can use to upload files for downloading by others.

Well the .mac service is now called MoblieMe and can be found at www.me.com. This service does provide you with storage (personal account has 20GB available) that you can upload files and have others download said file (with the option of password protection).
