Can you download a song on one computer in iTunes and then download it again on another computer (that is activated on the account) with out getting charged twiced? Let me know...

No.

You can however copy the downloaded file to another computer and play it as long as you using the same iTunes account. You can also backup your purchases to CD/DVD from within iTunes and restore them to another computer.
 
You can however share libraries. My wife and I share libraries and don't have to pay for songs twice. Perfectly legal.
