Downgrade 2023 Mini?

I see that there are still some new 2023 Mac Mini systems available through outlets like Amazon. If those systems come with Sequoia installed, can they be downgraded to Sonoma?

M2 minis that are in stock at 3rd party resellers won’t have Sequoia on them, but even if they did, you’ll always be able to downgrade the OS on them.
