Downgrade 4.2.10 to 4.2.8

if i have my shsh blobs saved on 4.2.10, are they the same for 4.2.9?
Also wondering if i should be able to upgrade from 4.2.10 to 4.3.8, i would think 4.3.8 is more recent, but itunes says i have the most up to date firmware at 4.2.10
