Downgrade to 13.5.1 from iOS 14 beta

Is it possible to downgrade to iOS 13.5.1 using iCloud backup after having been upgraded to iOS 14?

Unfortunately you can’t restore from an iCloud backup from a newer software version to on a older one. Now I think there is a way to downgrade without losing data, but I’m not sure how.
