I may need to down grade. i am having issues charging and i am trying other cables. the phone keeps vibrating as if you connect it. if i need hardware fixed i need to downgrade right?

Download the iOS 6.1.4 / 6.1.3 file and shift / option + restore in iTunes.

Have you tried another cable yet? This (intermittent cable connectivity) happened to me right after I installed beta 2, and I wrongly assumed it was iOS 7 -- I dug up my spare and it worked fine.

I've now had two lightning cables die on me (and I handle them very carefully and put them away when not in use), so it's not unheard of.
